Eersterust residents took to the streets early on Wednesday morning to protest against lack of service delivery in their area.
CPF chairperson Henry Godfrey said locals started to block all entrances to Eersterust around 05:00.
He said they were also burning tyres.

“The protesters are also preventing learners from going to school,” Godfrey said.
He said there was no indication how long the protest would last.
Eersterust police spokesperson Sergeant Sam Shibambo confirmed the protest.
He said police officers were on the scene to monitor the situation.
Tshwane metro police spokesperson Senior Superintendent Isaac Mahamba said officers were also deployed to the area.
